The aim of registering skin piercing activities
The Local Government (Miscellaneous Provisions) Act 1982 Part 8 requires that skin-piercing shall be registered with the local Council.
The Act requires registration to cover both the person carrying on the business (or in the case of acupuncture practice) and the premises used or proposed to be used for that purpose and operating within the Borough of Oadby and Wigston.
The aim of registering skin piercing activities is to protect members of the public from the transmission of blood-borne viruses such as HIV, Hepatitis B, Hepatitis C and other infections. Oadby and Wigston Borough Council has approved by-laws that set out the standards for the hygienic operation of skin piercing premises.
Persons carrying out skin piercing must comply with the relevant policy and bylaws contained in:

Consumer complaint
We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the United Kingdom (UK), you can get advice from the government on your consumer rights.
