The Inspector
The Secretary of State has appointed Claire Sherratt DipURP MRTPI as the Inspector to undertake the independent examination of the Oadby and Wigston Borough Council Local Plan. Her role is to consider whether or not the Local Plan is sound and if the requirements of the relevant legislation and regulations have been met. She will focus on the soundness criteria set out in paragraph 182 of the National Planning Policy Framework, i.e. whether the Local Plan has been positively prepared, is justified, effective and consistent with national policy.
The Programme Officer
Kristen Perkins has been appointed as the Programme Officer for the examination. She will be working under the direction of the Inspector. Her responsibilities include organising the programme for the examinations, maintaining the examination library and ensuring that all documents are recorded and distributed. Documents connected with the examination process should be forwarded to her, and any procedural questions, suggestions or difficulties should be raised with her. 26 April 2018 The Council have submitted additional evidence in relation to Site Deliverability Timescales in the Borough. This document can be viewed in the document list on this page (HD2).
27 April 2018 The Council have provided the following documents for review: their Hearing Opening Statement, a copy of a presentation that was made to an All Member Briefing on 8 March 2017 and the minutes of that briefing and a supplementary note for the Inspector on Five Year Housing Land Supply which takes into account developer and site promoter build-out rates, as discussed during the Matter 6 discussions relating to Direction for Growth areas. 02 May 2018 Saffron Trees Action Group have submitted two new documents into evidence during the Matter 11 - Local Green Space session. These are in regards to the suggested rewording of Policy 45 and the Planning Refusal and Appeal Decision for the property at 1 Ladysmith Road. Both of these documents can be viewed in the document list on this page (HD7 and HD8).
08 May 2018 The Council have compiled responses to the Inspector's questions and requests from the discussions that took place throughout the Hearing, as well as the final instructions received from the Inspector during the Any Other Business session. These responses can be viewed in the document list on this page (PHD1 - PHD8).
08 May 2018 The Inspector has requested further information from the Council in regards to Green Wedges (document PHD9 on this page). She has also invited GVA to make comments on the additional information provided by the Council concerning document HD6 - Supplementary Five Year Supply Note.
17 May 2018 The Council have submitted a response to the Inspector's request for further information relating to the Green Wedge extension. They have also compiled a list of both Main and Minor modifications to the submitted Local Plan. These documents can be found on the document list on this page (PHD10 - 12). The Inspector has indicated that she will consider the Council's response before deciding how to proceed. No comments are invited at this stage.
21 May 2018 Following the hearing session relating to Green Wedges, the Council has submitted to the Inspector an additional note to support the identification and proposed designation of an extension to the Oadby and Wigston Green Wedge (document PHD10 on this page). The Inspector has invited those who made representations seeking a change to this designation to make further comments on the Green Wedge Note, to be submitted no later than 5 pm on Friday 9 June 2018. A subsequent hearing session will be held commencing at 2 pm on 27 June 2018. If you have not been contacted separately and you consider you have made representations relating to the proposed extension to the Green Wedge then please contact the Programme Officer immediately.
21 May 2018 At the request of the Inspector, GVA has submitted additional comments on documents HD2 to HD6 below regarding the Five Year Housing Supply. These comments can be viewed in the document list on this page (PHD13).
25 July 2018 The Council have submitted two documents to the Inspector: a response to GVA's additional submission note (PHD13) and an up-to-date position regarding the proposed Local Plan residential allocations. These documents can be viewed in the document list on this page (PHD14 and PHD15).
25 July 2018 The Inspector has issued a Without Prejudice - Further Note to the Council (document PHD16 on this page). No further comments are invited at this stage.
06 August 2018 The Council have submitted responses to the Inspector's Without Prejudice - Further Note. This document can be viewed in the document list on this page (PHD17).
08 August 2018 LUC have submitted an additional response document to the Inspector's note in regards to the Habitats Regulations Assessment (document PHD18 on this page).
21 September 2018 The Council commences Local Plan Main Modifications and SA Addendum Consultation.
30 January 2019 The Inspector has updated the Council in regards to her report and is estimating that she will have it with the Council by the end of February 2019 for Fact-Checking.
25 March 2019 The Inspector has issued the Final Report and Appendix along with a Cover Letter. These can be found at the top of this page.

The Borough of Oadby and Wigston Local Plan was submitted to the Secretary of State for Examination in January 2018. Following the Examination in Public Hearing sessions that took place between April and June 2018 the appointed Planning Inspector, Claire Sherratt DIP URP MRTPI, has requested that the Council undertake a public consultation on Proposed Main Modifications required to make the Borough of Oadby and Wigston Local Plan sound.
The Proposed Schedule of Main Modifications were consulted upon for a 6 week period from Midday Friday, 21 September 2018 until Midday Friday, 2 November 2018.

The consultation was limited to the Proposed Schedule of Main Modifications and the other documents listed below only and was not an opportunity to comment on other aspects of the submitted Local Plan.
A Sustainability Appraisal of the Proposed Schedule of Main Modifications and a revised Habitat Regulations Assessment (HRA) were also prepared and published as part of this consultation.
The Council also consulted on additional Modifications to the Proposed Adopted Policies Map. The modifications to the Proposed Adopted Policies Map reflect, where relevant, the Proposed Schedule of Main Modifications.

Please note - you can only submit comments on the Schedule of Proposed Main Modifications and other documents identified above via email or letter. There is no standard format for representations.
Representations submitted via email should be sent to planningpolicy@oadby-wigston.gov.uk
Representations submitted via letter should be sent to the following postal address: Council Offices, Station Road, Wigston, Leicestershire, LE18 2DR.
Please note all responses should be returned to the Planning Policy Team and not the Local Plan Examination Programme Officer.
For completeness, the Council has listed the proposed Schedule of Minor Modifications (below) to the Submitted Local Plan. This Schedule is not subject to public consultation and has been listed for information purposes only.
